மாநில அரசும் RGI-யும் ஆதரித்தால் கோப்பு NCSC-க்குச் செல்லும். மூன்றும் ஆதரித்தால் மட்டுமே சட்ட முன்வரைவு அமைச்சரவைக்குச் செல்லும்.If the State and RGI both support the proposal, it goes to the NCSC. A bill goes to the Cabinet only if all three agree.
